How to Become a Filer in Pakistan in 2026 (Step-by-Step Guide)

How to become a filer in Pakistan 2026 guide by Enviso Solutions

Buying a car, transferring property, withdrawing cash, or even getting a better bank deal in Pakistan all cost more if you’re a non-filer. The good news is that becoming a filer is simpler than most people think. You can do it online, from home, without visiting an FBR office.

This guide explains what a filer is, why it matters, and exactly how to become one in 2026.

What is a “filer” in Pakistan?

A filer is a person or business whose name appears on the FBR’s Active Taxpayer List (ATL). You get on the ATL by filing your annual income tax return on time.

Many people get confused about one point: having an NTN does not make you a filer. The NTN (National Tax Number) is only your registration with FBR. You become a filer only after you file your income tax return, and the ATL is updated with your name.

Why become a filer?

Non-filers pay noticeably higher withholding tax on many everyday transactions. As a filer, you pay less on:

  • Property purchases and sales
  • Vehicle registration and token tax
  • Banking transactions and profit on savings
  • Utility bills and mobile usage, in some cases

Being a filer also makes life easier when you:

  • Open a business bank account or apply for a loan
  • Apply for a visa, where tax records support your financial history
  • Bid for government tenders or work with larger companies
  • Register a company with SECP or apply for sales tax registration

Who should become a filer?

If any of these apply to you, you should file:

  • Your taxable income is above the minimum limit (this includes salaried people)
  • You own property, a car above a certain engine size, or other significant assets
  • You run a business, work as a freelancer or earn rental income
  • You’re an overseas Pakistani with property or income in Pakistan

Even if your income is below the taxable limit, filing a return can still save you money by giving you filer rates on property, banking and vehicles.

How to become a filer: step by step

What you’ll need

  • Your CNIC
  • A mobile number registered in your own name (FBR sends a verification code to it)
  • An active email address
  • Your income details, such as a salary certificate, bank statements, rental income, or business records
  • Details of your assets and liabilities (property, vehicles, bank balances, loans) for the wealth statement

Step 1: Register on the FBR IRIS portal (get your NTN)

  1. Go to iris.fbr.gov.pk.
  2. Click “Registration for Unregistered Person”.
  3. Enter your CNIC, name, mobile number, and email address.
  4. Enter the verification codes FBR sends to your phone and email.
  5. You’ll receive your password and PIN. Your CNIC becomes your login ID.
  6. Log in and complete Form 181 (Application for Registration) with your address, income source, and employer or business details, then submit it.

For individuals, your CNIC number becomes your NTN. Registration on IRIS is free, and there’s no government fee.

Step 2: File your income tax return

  1. Log in to IRIS and open the return form for the tax year you’re filing. Tax Year 2026 covers income from 1 July 2025 to 30 June 2026.
  2. Enter your income (salary, business, rent, profit on savings, and so on) and the tax already deducted, such as tax deducted from your salary or by your bank.
  3. Check whether any tax is still payable. If it is, generate a payment slip (PSID) and pay it through your bank or mobile banking.
  4. Submit the return.

Step 3: Submit your wealth statement

Along with the return, you must file a wealth statement listing your assets (property, vehicles, bank accounts, cash) and liabilities (loans). It must reconcile with your income, so the change in your wealth should make sense against what you earned and spent. Mistakes here are a common reason for FBR notices later.

Step 4: Check that you’re on the Active Taxpayer List

The ATL is now updated regularly, so your name usually appears soon after you file on time. You can check your status by:

  • Searching your CNIC or NTN on the ATL section of the FBR website, or
  • Sending an SMS to 9966 in the format: ATL [space] your 13-digit CNIC

Once your name shows as Active, you’re officially a filer.

Deadline for 2026, and why filing on time matters more than ever

The usual deadline for individuals and AOPs is 30 September. For Tax Year 2026, FBR extended it twice, and it is now 31 October 2026.

Filing late has become much more expensive this year. Under the Finance Act 2026, the ATL surcharge you pay to get back on the Active Taxpayer List after missing the deadline is now:

TaxpayerATL surcharge (from 1 July 2026)
IndividualsRs. 25,000 (previously Rs. 1,000)
Associations of Persons (AOPs)Rs. 50,000
CompaniesRs. 100,000

On top of that, a late filer may face a separate late-filing penalty and can still pay higher advance tax on some property transactions, even after rejoining the ATL. In short: file before the deadline.

Common mistakes to avoid

  • Thinking NTN = filer. You must file a return every year to stay on the ATL.
  • Skipping the wealth statement, or filing one that doesn’t reconcile with your income.
  • Forgetting tax already deducted. Tax deducted from your salary, bank profit, mobile bills, or vehicle tokens can often be adjusted against what you owe.
  • Leaving it to the last day, when the IRIS portal is at its busiest.

Frequently asked questions

How much does it cost to become a filer? FBR registration is free. If you file on time, there’s no ATL fee. You only pay any tax that is actually due on your income. If you use a tax consultant, they charge a service fee.

How long does it take? Registration can be done in a day if your details are ready. Once you file your return on time, your name usually appears on the ATL shortly after.

Can overseas Pakistanis become filers? Yes. Overseas Pakistanis with property, bank accounts, or income in Pakistan can register and file online from abroad, and being a filer helps them avoid higher non-filer rates on property and banking.

Do I need to file every year? Yes. Your ATL status depends on filing your return for the latest tax year. Miss a year, and you drop off the list.
